I. Establishment of the Exhibition Space and Booth Application
  i. Establishment of the Exhibtion Space
  1. Investment Promotion Hall 
Located at the west sides of Halls B1,B2 and B3, it has 1150 booths for particpant provinces, social projects, investment and financing mediums and on-the-spot negotiation service. The provinces will send their  delegations to make show and negotiation for projects,while enterprises with projects and special delegations are welcome to apply for exhibition.
   2. Energy Conservation and Environment Protection Hall
Located at the first floor of Hall A, it has 500 booths for demonstrative projects, products and applied technology of energy conservation and environment protection, showing the new domestic and international achievements in such fields as energy conservation and discharge reduction, pollution treatment, comprehensive utilization of resources and environment hygiene,especially the major ones of the state and provinces, while we shall organize the key manufactures and research institutes to show the products for energy conservation, environment protection, energy transforming, new energy and environment hygiene.
   3. Information and Communication Hall
   Located at the east side of Hall B4, it has 230 booths for enterprises in such industries as information, communication and software communication, information security, electronics and software contract to show visitors the corresponding applied technology and products. 
   4. Tourism Handicraft Hall  
   Located at the west side of Hall 4, it has 230 booths for production and sale enterprises to show such products as souvenirs, handiworks, gifts and replicas, copies, museum articles, Olympic presents, collections and seek respective partners.
   5ŁŽTalent Exchange Hall
   Located at the second floor of Hall A, it has 240 booths for employing units of the provinces to advertise for talents, while colleges and universities, talent exchange organizations and research institutes are invited to make friendly negotiation and cooperation here for talent training and recommendation, hi-tech topics and application.
   Besides, there is an exhibition space for large-sized engineering construction machinery and cars covering 6000 square meters outside the halls. The enterprises for production and sale of the mentioned machinery and vehicles as well as accessories will show the corresponding products and make deals.
   The 230 booths for the overseas clients invited by the Seventh China Western Region International Economic Cooperation Fair is located at the east side of Hall B3, which are organized by business enterprises mainly from USA, Japan, ROK, EU, Singapore, Malaysia and Thailand as well Taiwan, Hong Kong and Macao, the overseas enterprises with two-way investment and trade intention are invited to show the products and seek common development. 
   ii. Prices of the Booths
   The retail price for one standard booth is RMB4500, the one for one square meter of outdoor exhibition space is RMB90; the registered fee of booth of overseas enterprise is RMB2000.
   The price of the mentioned special exhibitions could fluctuate in line with market conditions based on the unified retail price.

   iii. The Booth Application and Matters Concerned of Investment Promotion Hall
   1. The booths were mainly applied for from December 5 to 6, 2007 during the preparatory meeting of the current forum by the provincial delegations.
   2. The booth selection was confirmed in the order of quantity applied for by the delegations; should the quantity be the same, the selection could be done in the time sequence when the delegations presented the applications.
   3. Should any delegation not finish the booth application in the above time, we could reserve the booths till January 20, 2008. Should the time limit be exceeded, the convention and exhibition department of the executive committee would sell the booths socially.
   4. The delegations should submit the convention and exhibition department the participant enterprise lists and matteres concerned in email before March 1,2008 so that we could provide the service of investment promotion and commodity trade online.

   II. The Credential Regulations
   i. The Classification and Use of the Credentials
   The credentials of the current West Forum include VIP Card, Honored Guest Card, Delegate Card, Staff Member Card, Press Card, Worker Card and a variety of car cards. The general office of the executive committee would be responsible to have the cards designed and made. The cards except the Worker Card could be used in all the halls, the Press Card and Staff Member Card need individual photos, each Press Card needs a color photo of 2 cuns, while each Staff Member Card needs a color photo of 1 cun.
   1. The VIP Card only serves for cadres with deputy provincial governorĄŻs or ministerĄŻs rank and above as well as overseas VIP visiting the fair.
   2. The Honored Guest Card serves for cadres with rank of department director of the state ministry and the entourage and deputy department directors and above of the provincial delegations as well as compatriots from Taiwan, Hong Kong and Macao and other overseas guests.
   3. The Delegate Card with bar codes serves for all members and workers of the delegations. 
   4. The Worker Card serves for workers assembling the booths, each booth could be provided three cards.
   5ŁŽThe Press Card, with bar codes, on which a color photo of 2 cuns should be sticked, serves for domestic and overseas reporters visiting the fair.
   6. The Staff Member Card, with bar codes, serves for the working personnel of the executive committee.
   7. The Worker Card also serves for workers disassembling the booths, each booth could be provided three cards.
   8. The Vehicle Pass falls into three categories, including VIP, Honored Guest Pass, the Executive Committee and Delegation Pass and the Reporter Pass, the three kinds of passes could be differentiated by color.
   9. Special Coach Pass serves for round trip of delegation from dwelling to the exhibition venue.
   10. Vehicle Pass for Assembling and Disassembling the Booths serves for trucks of the delegations.
   11. The Car Sample Pass serves for the cars to be shown on the fair.
   The general office of the executive committee will provide the cards and passes in the light of the participant number of each delegation. All the cards and passes should be used according to the regulations written are on the back.
   ii. Application for the Credentials
   1. The liaison officers of the delegations should fill in the registration forms for the delegate card (see the attached list) and the press card, with photos enclosed( Please write down the names of the delgations and reporters on the back of the lists), and send them to the general office on duty of the executive committee by the end of March 20, 2008.
   2. When the delegations arrive at XiĄŻan, please check in at the registration office, we shall provide the credentials to the delegations as soon as the expenses are settled.  
   3. The expenses of the special exhibitions should be paid to the general office of the executive committee before they receive the credentials.

   III. Times of the Exhibition, Booth Assembling and Disassembling
   1. The Exhibition Time:
9:00 am----17:00 pm        From April 5 to 9,2008    
During the fair, the staff members and delegates should arrive at the halls at 8:30.

   Except the fixed time for booth assembling, if any exhibitor needs overtime work, please apply for it against the relevant leaders, and pay the expenses stipulated by the exhibition center.
   IV. The Notice to Exhibitors and Relevant Requirements
   i. The Management of the Scene of the Halls
   1.During the fair, the exhibitors should arrive at the halls in advance in accordance with the fixed time, the credentials must be worn for entry, and the exhibitors should not leave the halls until the very dayĄŻs exhibition ends.
   2. All the visitors should go through the safety doors and into the halls after inspection.
3. Smoking is strictly prohibited in the halls, all imitations, counterfeits and inferiors are not allowed to be displayed in the halls, while all poisonous and dangerous articles,such as combustibles, explosive , radioactive and hypertoxic substances are strictly prohibited to enter the halls, and flame is also strictly prohibited.
4. Any goods should not be piled in the hall passageways and places with power switches or fire-fighting equipment.
5. During the fair, every delegation should decide on a person in charge of the fireproof, and all the firproof passageways should be unblocked.
6. The exhibitors should by oneself be responsible for their personal and property safety so as not to lose personal articles, especially the valuables.
7. The exhibitors should not unilaterally withdraw the exhibits from the halls before the end of the fair; when the exhibitors disassemble the booths, please withdraw all the goods for booth establishment and exhibition from the halls in the fixed time.
8. Any megaphone should not be used in the halls, the sound of all audiovisual equipment should not affect other exhibitors and visitors.
9. The executive committee has an on-the-spot management office to serve all visitors and exhibitors. 
ii. Notice for the Booth Use
1. A standard booth is equipped with a lintel in Chinese or English, a talking desk, two talking chairs, a power socket 500W/220V, two searchlights; should the exhibitors want to have a special power or exceed the power capacity, please apply for it against the hall in advance and go through the formalities. Anyone is not allowed to connect the mains without authorization, and the electricians should go on duty with license.
2. Assembling the booths, the exhibitors should use fireproof materials, any material which is easy to fire and the one which is prohibited by the state are not allowed to be used for booth assembling. Any self distribution box should be equipped with 30mA protection appliance of electricity leakage. The ZR&BW electric wires and protective cover must be used, while the flexible cord and aluminium rush wires are prohibited.
3. The exhibitors should not transfer, rent or supply booths to the third party in any form.
iii. The Notice About Special Decoration of Booth
The exhibitors should send the drawings of special decoration to the convention and exhibition department of the executive committee before March 10,2008, and are allowed to go into construction after ratification.
V. Transport of the Exhibits

2. Please be sure to deliver the exhibits at XiĄŻan 10 days before the fair begins, the exterior package should conform to the regulations of the transport department, and the label with the fair name should be sticked on it. 
3. When the exhibits are delivered, please inform in time the on-the-spot service of XiĄŻan Qujiang Convention and Exhibition Business Co.,Ltd. of the detailed list of the exhibits and bill of lading by fax, also including pieces, weight, starting place, destination, contact person, contact address and telephone.
4. For the exhibits delivered by oneself, please transport them at the hall during the booth assembling.
VI. The Exhibition Service
1. The News Propaganda   The news center will continue to provide the delegations such good service as the news propaganda, press conference room, reporter and media; should any delegation need the above service, please contact with the propaganda department of the executive committee.
2. The Advertisement Propaganda   We shall provide a variety of services of advertisement on brochure, online, different credentials, inside or outside halls, the main streets of XiĄŻan and so on; if you need the above service, please contact with the advertisement group of the convention and exhibition department.
3. The Security and Epidemic Prevention   We have a department of security and epidemic prevention to safeguard the venues and dwellling places of the delegations.
4. Rear Service   We shall help the delegations and the exhibitors with the accommodation, working cars, return flight tickets,etc. If you need the help, please contact with our invitation and reception department.
5. Travel Service   During the fair, we shall serve the delegations and exhibitors to make business investigation and sight seeing in Shaanxi. If you need the service, please contact with our invitation and reception department.
